I hope I am wrong but there doesn’t seem to be the ability to remove the coal, oil, or nuclear power plants.

Edit: I'm on PS4 not PC if that makes any difference. When completed, it removes the existing Power Plant and replaces it with an Oil Power Plant. Sometimes you'll have great adjacency and high power Coal plants, and personally I just leave them as Coal sometimes, especially if I end up running Five Year Plan.
